The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Curtiss Wright Steam and Air Solutions, Summerville, SC for OEM hardware components and support services for High Pressure (HP) and Low Pressure (LP) Propulsion Turbine Rotors and Propulsion Turbine and Ship Service Turbine Generator Overhaul Kits.
The Government intends to make an award prior to the 1st quarter of fiscal year 2027. The contractor shall provide Steam Propulsion Plant HP and LP Propulsion Turbines and associated components in overhaul kits as part of the Steam Critical Spares Program. Curtiss-Wright Steam and Air Solutions owns and utilizes proprietary information and technical data to manufacture the required hardware, which have has been shock and vibration qualified.
Curtiss-Wright Steam and Air Solutions was selected as the OEM for the High Pressure (HP) and Low Pressure (LP) Propulsion Turbines during the shipbuilding phase of the LHD-1 and LCC-19 Class of vessels. This is a first-time procurement for this requirement. Pursuant to 10 U.S.C 2304(c)(1), Curtiss-Wright Steam and Air Solutions is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort.
The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
