Sources Sought Notice for the Naval Surface Warfare Center Philadelphia Division (NSWCPD)
Subject:
Fuel Oil Quality Management Testing Support Services Scope: The NSWCPD anticipates a requirement to provide Fuel Oil Quality Management (FOQM) Testing Support Services in accordance with the attached DRAFT Statement of Work (SOW) and related attachments (A, B, and X). The required services shall be performed at the contractor’s facility.

H291 Contract Type: The requirement is anticipated to be solicited as an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract.
Ordering Period/ Period of Performance (PoP): The anticipated requirement is expected to include a thirty-six (36) month ordering period. It is anticipated that the Request for Proposal (RFP) will be issued in February 2026. Incumbent:

N/A Submission of Responses: It is requested that all interested Large and Small businesses respond with a Capability Statement of a maximum of 5 double spaced pages to be used to determine the availability for this requirement. Interested Large and Small Business concerns must identify their small business socio-economic categories.
(1) A complete description of the offeror’s capabilities (including technical, program management, etc.) related experience, facilities, techniques, the size of the staff needed to complete the tasking in the SOW, or unique combination of factors that would directly relate to the Government’s objectives as stated in the attached SOW.
(2) The qualifications, capabilities, and experiences of Contractor employees, who would be available to support this effort.
(3) A summary of previous corporate experience relevant to the SOW obtained within at least the last five years together with applicable Government contract numbers and Government technical and contract points of contact with current telephone numbers.
(4) Any potential subcontracting arrangements being considered at this time. If subcontracting is contemplated, the capabilities statement shall contain sufficient information concerning the planned subcontracting arrangements to assure the Government that the limitations in FAR 52.219-14 can be met. These limitations require that at least 50% of the cost of contract performance incurred for personnel will be expended for employees of the prime contractor.
