This is a notice of intent to award a sole-source contract and is not a request for competitive proposal. However, if interested, Government shall consider all responses. Naval Health Research Center (NHRC) intends to solicit a proposal and enter into a contract with UC Davis Health, Coccidioidomycosis Serology Laboratory, Davis, CA. The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1) per FAR 6.302-1(c). Contract will be evaluated on most advantageous and best value to the Government.

NHRC requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. Reflex confirmatory testing using a qualitative screen via immunodiffusion and quantitative titer determination via quantitative immunodiffusion is being requested.

As NHRC is a Government facility, no sales tax will be paid. All quotes must include the Company Name, Full Address, CAGE Code and Point of Contact information including Name, Phone Number and E-Mail address. All invoices for this order will be submitted electronically through Procurement Integrated Enterprise Environment (PIEE) - Wide Area Work Flow (WAWF).

Description: Qualitative immunodiffusion screen 310 samples for presence of IgM and IgG antibodies specific to Coccidioides. If any observable reactions are present, a quantitative test for IgG will be performed. Complement fixation (CF) will be performed first as the quantitative test. In the event of insufficient volume or equivocal or anticomplementary results by complement fixation methods, a quantitative immunodiffusion will be performed to determine the titer. If the CF test is positive, residual specimen will be frozen for later simultaneous testing with a new specimen to control for variability in the CF test (PRVEII). Residual specimen is saved for approximately 4-6 months.

CPT Code Quantitative Titer: 86171 (CF) or 86329 (QNT ID) If any received specimen test positive for coccidioidal IgG by complement fixation will be retested as an internal control to account for natural variation in serology testing. Both results will be released to help monitor subtle changes in patient titers. Residual specimen is saved for approximately 4-6 months.
