Notice of Intent

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Supervisor of Shipbuilding, Bath, Maine (SSBA) intends to award a one-time, sole source, fixed price contract with HI-TEST LABORATORIES, INC., a small business concern of Arvonia, VA for an on-site underwater explosions (UNDEX) and Shock Qualification Training Course. SSBA will use FAR Part 13 - Simplified Acquisition Procedures and Other Than Full and Open Competition.

The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-l(b)(l)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source.

In accordance with FAR 5.102, the required justification documentation is attached. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and capability to respond to this requirement to the attention of Christopher Ramsden, email christopher.p.ramsden2.civ@us.navy.mil by Thursday, July 24th, 2024 (11:59 AM Eastern). Only emailed responses will be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. Vendors must be registered in SAM. effective July 29, 2012, to receive government contracts.
