SOURCES SOUGHT FOR AIRCRAFT MAINTENANCE SUPPORT FACILITY CONSTRUCTION AT ROYAL AUSTRALIAN AIR FORCE BASE TINDAL, AUSTRALIA

This is a Sources Sought synopsis to perform market research. The intent of this synopsis is to identify potential sources that are capable of performing construction of an aircraft maintenance support and storage facility that includes a high bay open storage area and administrative offices and support space for maintainers. Project will construct a slab-on-grade concrete foundation, pre-engineered steel frame, grit, insulation, metal panels, and metal roof.

The high-bay storage space will have natural ventilation and will not be conditioned. The building will include electrical outlets; lighting fixtures; panel boards; plumbing with energy and water efficient fixtures; communication systems; mechanical ventilation system in the administrative areas; and all necessary utility connections to base infrastructure.

Supporting facilities will include a concrete pad to maneuver and stage aircraft ground equipment, asphalt access drive for emergency vehicles, and storm water drainage system. The facility must be able to withstand wind loads and seismic effects prescribed in applicable codes and design guides. Facility design shall comply in accordance with Australian Building Code requirements and the DoD Unified Facilities Criteria (UFC) 1-200-01, High Performance and Sustainable Building Requirements.

The Building Code of Australia and Manual of Fire Protection will be applied for fire protection requirements to ensure local fire services can utilize the infrastructure. Environmental testing and facility commissioning by the Australian Air Force will be required. The project will be complied with DoD antiterrorism/force protection requirements per UCF 4-010-01, DoD Minimum Antiterrorism Standards for Buildings. The estimated cost is between $10,000,000.00 to $25,000,000.00.

The Government will evaluate responses based upon experience. Offerors shall complete and submit the attached Questionnaire (Attachment 1) and the Experience Questionnaire (Attachment 2). Attachments 1 and 2 are limited to one (1) single-sided, 8.5” x 11” (210 x 297 mm), and 10-point font or larger. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement.

This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. The Government will publish a pre-solicitation notice in Contracting Opportunities on the beta.SAM.gov website if it intends to proceed with the procurement of these services.
