No reimbursement will be made for any costs associated with providing information in response to this announcement. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

The intent of this synopsis is to identify potential sources that are capable of constructing a low-rise Joint Consolidated Communications Center consisting of concrete slab on grade foundation, with cast-in-place reinforced concrete walls, and concrete roof to support Communications, Command and Control, Computer, Intelligence (C41) operations at Andersen Air Force Base, Guam.

The facility provides a secure, state-of-the-art communications center and administrative support spaces for the 36th Communications Squadron (36CS) function. The magnitude of construction for this project is anticipated to be between $250,000,000 and $500,000,000. The Government will evaluate responses based upon experience and bonding capacity.

Interested sources having the capability to perform this work are invited to submit a completed Questionnaire (Attachment 1) and Experience Questionnaire (Attachment 2), limited to ten (10) single-sided, 8.5”x11” pages and 10-point font or larger. Submit qualifications using the attached forms by electronic mail to iolanda.marinelli.civ@us.navy.mil no later than 6 September 2024, 2:00 PM HST. Complete information must be submitted as the Government will not seek clarification of information provided.

The market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
