CyberFeds Web Subscription

PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO LRP, PUBLICATIONS INC. Naval Facilities Engineering Systems Command (NAVFAC) Atlantic intends to sole source a contract to LRP Publications, Inc. (360 Hiatt Dr. Palm Beach Gardens, FL 33418-7106).

For the commercial purchase of cyberFEDS® on the Web subscription (General Services Administration- GSA), Workers’ Compensation on cyberFEDS® subscriptions (open market), access to eLearning Add on by cyberFEDS® (open market) and Federal EEO Advisor (open market). The contract term will be for one year. Only one responsible source is able to provide the type of service that will satisfy the agency requirements.

This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists, and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will beat the sole discretion of the Contracting Officer. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 519290 Web search Portals and All other Information Services. The SBA size standard is 1000 employees.

This synopsis does not constitute a solicitation; however, if any interested party believes that they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

If no written responses are received by 3:00 pm ET, 28 January 2025, the contract will be awarded without further notice. No questions will be addressed. All responses must be submitted to the Government point of contact at the following email address: ticia.g.swenson.civ@us.navy.mil
