PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO THE AMERICAN SOCIETY OF CIVIL ENGINEERS Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to American Society of Civil Engineers (ASCE) 1801 Alexander Bell Dr, Reston, Virginia, 20191, for the commercial purchase of online training courses about earthquake engineering. The contract will be for a period of one year.
This requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source is able to provide the type of service that will satisfy the agency requirements. The Government requires instructions by ASCE on earthquake engineering, seismic analysis of buildings, and design and detailing of steel and concrete structures for safety.
ASCE provides professional engineers in-demand skills used in the field of seismic engineering and utilized by the Government and the specific training offered meets the requirements for technical proficiency. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists, and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice.
Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430 – Professional and Management Development Training. The Small Business size standard is $15 million. ASCE is a large business under the applicable NAICS.
The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.
The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response.
A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 3:00 PM ET, 19 August 2024, the contract will be awarded without further notice. No questions will be addressed.
