The purpose of this Sources Sought notice is to comply with Defense Federal Acquisition Regulation Supplement 206.302-1(d) posting requirement. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a FFP contract on a sole source basis to DelResearch, LLC 128 Route 6a Sandwich, MA 02563., United States (CAGE Code 4NE49) This requirement is not suitable for full and open competition for the following reasons.

The Mine Hunting in Challenging Environments Participation Agreement (MHCE PA) between the U.S and Singapore has conducted joint experimentations to advance Autonomous Underwater Vehicle (AUV) ? based mine hunting in complex undersea environments such as the straits of Singapore.

DelResearch developed the Popoto acoustic modems that were used in experiments performed by the U.S. Navy and DelResearch in July 2022 in the Singapore Straights, September 2023 in the Gulf of America, and January 2025 in the Gulf of America. These tests wereperformed under contract numbers N6133123P0112 and N6133124P1095. The tasking required for this effort is in addition to/continuation of the research that was performed on the aforementioned contracts.

Only DelResearch has the knowledge and experience with both their proprietary modems and experiments that they participated in. The anticipated five year requirements contract Firm Fixed Price contract will contain a base CLIN with 5 option CLINS for various testing events.
