Sole Source notice for UBA overhaul and training The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a need to repair/rebuild ten (10) JFD Shadow Excursion Underwater Breathing Apparatus’ (UBA). JFD is the Original Equipment Manufacturer (OEM) of the Shadow Excursion Underwater Breathing Apparatus (UBA) and Chase Defense Partners is the only authorized vendor who can perform the required services and the only authorized distributor for the material items listed in the United States.

The service and components required to repair and rebuild the UBA’s shall be from the OEM to ensure compatibility and OEM reliability. If another vendor were to be selected, they would not have access to JFD proprietary data, would not have factory certification for repair/overhaul, and there would be risk that the unauthorized vendor could perform inadequate or improper overhaul services which could result in diver death.

As such, the government does not expect significant savings through competition, and it is more advantageous to the Government to award on a sole source basis to the Chase Defense Partners All quotes submitted in response to this announcement shall be reviewed if submitted by the close date. RFQ must include supporting documents: Capabilities Statement, Proof of past performance for similar work, and cage code.
