Sole Source to Real Time Innovations (RTI) for Three (3) each CONNEXT DDS PROFESSIONAL SOFTWARE and One (1) PROJECT SUCCESS PLAN, See Sole Source Attachment for Justification. The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to procure Connext DDS Professional Software and Project Success plan.

This procurement is sole source for the following reasons: Real Time Innovations (RTI Connext) is the sole developer and distributor;therefore, Connect DDS software can only be procured from Real Time Innovations. RTI Connext, the leading DDS-compliant framework,offers a robust implementation with advanced features like data-centric publish-subscribe, QoS control, and real-time data filtering.

Acquiring RTI Connext is essential for the SSC refresh, offering a high-performance DDS solution with comprehensive support. Failure to acquire this software greatly limits the LCAC program’s ability to distribute critical real-time data to complete COMSEC testing for the GPS.

Furthermore, RTI Connext Data Distribution Service (DDS) Professional with Support and Training, User Subscription (1-9) software is required to assist in Communication Security (COMSEC) Testing for External Communications Systems and Global Positioning Systems (GPS). NSWC PCD will conduct the COMSEC testing on the External Communication System (HF, UHF & VHF Radios) and both the primary GPS sensor (Embedded GPS Inertial Navigation System (EGI) and the backup GPS sensor (Defense Advanced GPS Receiver (DAGR)).

The objective is to provide LCAC 100 Class C4N ISEA support and analysis for waterfront support (troubleshooting and data analysis) to craft at NSWC PCD, design solution analysis, design documentation review, and design documentation development. Purchase of the RTI Connext DDS Professional is critical for the support of the software and engineering efforts needed for the successful implementation of COMSEC Testing which are increasingly more complex than previous years.

The Connext DDS Professional software was developed exclusively by Real Time Innovations. This is the only software that has the required language, platform, transport and communications patterns that are compatible with both the LCAC and the GPS system.
