NOTICE: The proposed contract action is for supplies or services for which the Government intends to competitively solicit this requirement limited to eligible 8(a) participants under FAR subpart 19.8. This notice of intent is not a request for competitive proposals. Description The Naval Surface Warfare Center, Panama City Division, intends to solicit, on a competitive basis, a five-year Indefinite Quantity Indefinite Delivery (IDIQ) for continued Corporate Operations Support Services (COSS). This effort is a follow on contract to N61331-20-D-0016 being performed by Prime Contractor Kiliuda Consulting, LLC. The North American Industry Classification System (NAICS) code is:

541611 Administrative Management and General Management Consulting, with a size standard of $24.5M. The PSC Code is R699, Other Administrative Support Services. The solicitation number will be N61331-25-R-0001. The scope of the requirements will include support services for Naval Surface Warfare Center Panama City Division (NSWC PCD) corporate operations. This encompasses business functions that support NSWC PCD's mission and technical programs.

The Contractor shall provide support services for Infrastructure Support (facilities management, workspace design and reconfiguration, and environmental support); Corporate Communications (Scheduling, Graphics and Illustration, and Photography and Videography); Communications Security, Integrated Risk Management (IRM) Program which incorporates the Manager’s Internal Control (MIC) program operations; Property Management (Materials, Purchasing, and Inventory); Management Analytical Support, American Sign Language (ASL) Interpretation; Personal Assistance Services including Personal Travel Assistance, and Feeding; and Office Support (Travel Office, Clerical Services, Workforce Development, and ID Badge Support).

The effort will be performed predominantly at the Naval Surface Warfare Center, Panama City Division. Eligibility to participate is restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages; and the Government encourages interested 8(a) participants to download a copy of the solicitation once it is posted to www.sam.gov.

This requirement is suitable for full and open competition for the following reasons: Thirty Three Offerors responded to the Sources Sought posted on SAM.gov Opportunities on 13 June with a closing date of 15 July 2024. Over one hundred potential Offerors participated in the virtual pre-solicitation conference held on 22 October 2024. The posting closing date for this synopsis is 27 November 2024.
