The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for Integrated Electronic Security Systems (IESS) Upgrades in various buildings/rooms located on NSWC PC. The purpose of the IESS Upgrades is to monitor and regulation security access to various buildings located on the installation.
Upgrades will include the supply of materials and the furnishing of all labor, equipment, tools, programming and testing to ensure that the AECS and IDS systems are fully integrated and function as required per each delivery order. The resulting contract is anticipated to be an Indefinite Delivery Indefinite Quantity, Firm Fixed Price (FFP) supply type contract. The period of performance for this contract will include a base 12-month period with four 12-month option periods.
The Government intends to solicit and negotiate for the award with only one source, MANDEX, INC., under the authority of FAR 6.302. This is a follow-on contract in which MANDEX, Inc., is the incumbent for task order N6133123F0092 under GSA contract GS-07F-155GA. Pursuant to 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements for this effort.
Use of any other vendor would result in substantial reduction in productivity and in duplication of cost to the Government that is not expected to be recovered through competition. In accordance with DFARS PGI 206.302-1, a sources sought notice was posted on the SAM.gov website on 6 June 2024 and closed on 17 June 2024. In response to the sources sought, the Navy received and evaluated the three potential vendors’ capability statements. The incumbent was also evaluated based on past performance.
The evaluation of capability found only the incumbent met the requirements for this effort. The remaining three contractors lacked the experience, knowledge, security eligibility, or certification requirements necessary to perform the work to the standard achieved by the incumbent during the previous effort.
