Award Ship to Shore Connector (SSC) Craft Advance Skirt Systems contracts on the basis of other than full-and-open-competition. The competition will be limited to Avon Engineered Fabrications LLC of Picayune, MS and SMR Acquisition LLC of Fenwick, WV, two small business concerns. This is the last delivery order.

This acquisition is for the manufacturing and delivery of 3each SSC Skirt Systems to be provided to the SSC prime Contractor Textron Marine & Land Systems Inc. (hereafter the “shipbuilder”) and five each spares for Government use. The SSC Skirt Systems will be manufactured in accordance with a Government-furnished engineering drawing package. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

The manufacturing of the SSC skirt systems is governed by two LCAC Project Peculiar Documents (PPDs) because of the unique material and fabrication requirements. PPD No. 802-6336529G governs the skirt system material characteristics and requirements. PPD No. 802-6336530D governs the skirt system fabrication and assembly procedures.

Historically, LCAC skirt systems have been purchased from two contractors previously certified by NAVSEA as having the proper materials and processes delineated in the above-mentioned PPDs. Those two contractors are:

a. Avon Engineered Fabrications LLC (formerly Bell Avon) Picayune, MS (CAGE Code 66618) N61331-21-D-0001 b. SMR Acquisition LLC (formerly BE Aerospace Inc.) in Fenwick, WV (CAGE Code 0ACH0) N61331-21-D-0002
