The Contracting Department, Naval Supply Systems Command (NAVSUP) Fleet Logistic Center (FLC), Norfolk, VA, 23511-3392 intends to award a multiple award, Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizing the policies and procedures of FAR Part 12 Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, and FAR Subpart 16.5, Indefinite-Delivery Contracts.

A Request for Information (RFI)/Sources Sought Notice associated with this solicitation was not posted to identify interested sources and obtain feedback on a draft Statement of Work; however, this requirement will be solicited using 100% small business set-aside. The NIACS code applicable to this procurement is 332322. The size standard is 500 (# of employees).

The Product Service Code is 2040. The effective period from this acquisition is anticipated to be from 22 September 2025 – 21 September 2030. The total anticipated contract period of performance is five (5) years. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, a complete RFQ package will be available on or about 1 June 2025, by downloading the documents at the SAM.gov website as follows:

Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site: this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.

Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in SAM database prior to award, during performance, and through final payment of and contact resulting from this solicitation, expect for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
