Niagara SMA and Analytics Licence

This procurement will be awarded using FAR Part 13, Simplified Acquisition Procedures, FAR Part 19, Small Business Programs, DFARS Subpart 219.8, Contracting with the Small Business Administration, and under the guidelines of the Partnership Agreement (PA) between the Small Business Administration and the Department of Defense as signed on January 7, 2013. Considering scope, schedule, performance, and pricing, the government recommends using Simplified Acquisition Procedures for purchases not exceeding the simplified acquisition threshold.

To satisfy the requirement, sources would require access to Niagara 4.0 and higher, based on the line items listed in NAV-ITAS Information Technology Procurement Request-Summary Report. Historical procurement data showed no responses when soliciting through the Government Wide point of Entry (GPE) for this specific software maintenance service. This is an indicator of limited number of sources able to meet the requirements for this specific service.

In order promote competition to the maximum extent possible, per FAR 12.104 (b) solicitations will be sent to at least three sources specifically requesting quotations from two sources not previously included in any previous solicitation.
