NOI to Sole Source - Leadership Connect Subscriptions for SECNAV

The Deparment of the Navy, Assistant for Administration, Contract Management Division team intends to issue a Sole Source contract to Leadership Connect, Inc. on behalf of the Secretary of the Navy's team (SECNAV). The SECNAV’s team needs to be able to identify key decision makers and influencers with detailed profiles through multiple networks.

They need a database subscription that gives them access to senior leaders in Congress, state and local government, federal government, courts, law and lobbying firms, news media, non-profits and associations and fortune 500 companies. The purpose of the connections is to identify individuals and provide a details report to the Secretary to educate him prior to meeting these individuals. The period of performance is a 12-month base year and four (4) 12-month option years.

This sole source procurement to Leadership Connect Inc., is in accordance with FAR 13.106-1(b)(1)(i) and FAR subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, including brand name or equal descriptions. When the supplies or services required are available from only one responsible source, and no other type of supplies or services will satisfy the Government’s requirements, full and open competition need not be provided for in accordance with 41 U.S.C.

3304(a)(1). This notice is valid until 15 July 2024. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.
