Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command (“NAVFAC”) Marianas is performing a market survey to determine if other potential sources of supply can provide an Advance Metering Infrastructure (AMI) power meter that has equal performance and listing/approval requirements to the Schneider Electric Power Logic ION8650B meter.

Fiscal Year 2026 Military Construction P-819, Inner Apra Harbor Resiliency, Polaris Point, Naval Base Guam, Guam requires AMI Meters with the following characteristics: Advanced Metering Infrastructure (AMI) meters are required to be connected to the base wide energy and utility monitoring and controls system using the installation’s advance metering protocols. The system operates through a Data Acquisition System (DAS), which is responsible for acquiring the meter data from the AMI meters within the installation.

The new meter must be able to fully communicate with the existing Schneider AMI system. The new meter must be able to provide the connectivity and functionality to the existing ION Enterprise DAS software metering and billing system utilized by NBG. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid.

The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs.

The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information to Ms. Katherine Nepton via electronic mail at katherine.m.nepton.civ@us.navy.mil with copy to Ms. Perpetua San Agustin at perpetua.m.sanagustin2.civ@us.navy.mil and Ms. Juvee Pangelinan at juvee.a.pangelinan.civ@us.navy.mil no later than 2 September 2025 at 4:30 p.m. ChST (Guam Time). Information received after the due date/time will not be considered.

Any information provided to the Government in response to this notice will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately.
