This is a Sources Sought announcement for THE PURPOSES OF MARKET RESEARCH ONLY in support of ?INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) PREVENTATIVE MAINTENANCE AND REPAIR SERVICES FOR JAPANESE FIRE APPARATUS AND TRUCKS AT U.S. NAVY REGION, JAPAN?. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency.
No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research. Naval Facilities Engineering Command Far East (NAVFAC FE) is seeking information on eligible business firms capable of performing economic analysis as described below.
CONTRACTOR LICENSE REQUIREMENT Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct in business in Japan and comply with all laws, decrees, labor standards, and regulations of Japan during the performance of this contract. Any certification, training, or licensure required by the PWS will be enforced in the contract.
The U.S. Government may or may not offer ?United States Official Contractor? status under article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this requirement. Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as ?Members of the Civilian Component? under Article I (b) of the SOFA.
GENERAL INFORMATION Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The North American Industry Classification System (NAICS) code for this procurement is 811111 ? General Automotive Repair, and 811198 ? All Other Automotive Repair and Maintenance. The term of this project is estimated to be one (1) - 12 month base period and four (4) ? 12 month option periods for both recurring and non-recurring work.
Description of Work The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services for the following Annexes as further described in the DRAFT Performance Work Statement (PWS), Enclosure (1), at Commander Fleet Activities Yokosuka (CFAY), Naval Air Facility Atsugi (NAFA), Commander Fleet Activities Sasebo (CFAS) and outlying areas supported by these installations by means of a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items.
The PWS is organized into annexes. Annex 1 General Information Annex 2 Management and Administration Annex 17 Transportation The Government reserves the right to acquire additional services at additional locations, within the scope of the annexes and areas included in Spec Item 1.1 Outline of Services, in addition to the services and locations identified in the requirements of this contract.
Additional services will be incorporated into the contract in accordance with the CHANGES clause, SECTION I or ordered under the non-recurring work provisions of the contract. Items of work not covered by this contract but within the general intent are considered in the scope of this contract. Please see Enclosure (1) for more details. SUBMITTAL REQUIREMENTS Interested firms should submit completed Sources Sought Contractor Information Form, Enclosure (2). Please submit all responses in English.
Full name and address of the firm; Indicate if the firm is registered in the System for Award Management (SAM) database, include Unique Entity ID and CAGE Code; Provide response to the questions in Block 2; List up to three (3) projects performed within the last five (5) years from the date of this notice that best demonstrates experience for Preventative Maintenance and Repair Services for Japanese Fire Apparatus and Trucks. Respondents will not be notified of the results of the Navy?s market research.
NAVFAC FE will utilize the information for acquisition planning purposes.
