This BAA, seeking research and development proposals, utilizes the source selection procedures dictated at FAR 35.016(e) that: "the primary basis for selecting proposals for acceptance shall be technical, importance to agency programs, and fund availability."
The BAA was advertised for full-and-open competition of research proposals to address the requirement statements, and proposals received in response to the BAA have now been evaluated for selection (Phase I) of those best-qualified for further evaluation.
