Touch Labor Shipwrights at Portsmouth Naval Shipyard

(Portsmouth Naval Shipyard (PNS) requires non-commercial production trade labor support services of eighteen (18) experienced, skilled and qualified Shipwright personnel, two (2) on-site supervisors, and Program Management to assist with execution of non-nuclear 688 Class and 774 Class Submarine overhaul, modernization, and repair work onboard nuclear-powered submarine(s). personnel to assist with the execution of modernization and repair work onboard a submarine.

Period of Performance and Level of Effort – (subject to change between this notice and solicitation) The period of performance is 30 September 2024 to 25 July 2025. The level of effort required is ten personnel. See Table 1 on the Pre-Solicitation Notice for an estimate of man days needed, straight time (ST) and overtime (OT). The Contractor shall provide fully trained and competent personnel necessary to perform the installation and repair services as specified.

The work history of each contractor employee must contain experience directly related to the task and the functions each individual is intended to perform under this contract. The place of performance will be Portsmouth Naval Shipyard (PNS) in Kittery Maine. PLEASE BE ADVISED The Period of Performance and Level of Effort are subject to change between this notice and the solicitation.

This Notice is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. A formal solicitation will be posted electronically on System for Award Management (https://www.SAM.gov) Attached with this Pre-Solicitation Notice is the Statement of Work. PLEASE BE ADVISED the SOW is in draft status and is subject to revision or additional work items may be added or deleted (the period of performance is also subject to change). Formal Solicitation is anticipated to be posted between 15-30 days from this pre-solicitation notice.
