Touch Labor Firewatch at Portsmouth Naval Shipyard

Scope: Portsmouth Naval Shipyard (PNS) requires twenty (20) experienced, skilled and qualified Marine Firewatch personnel, along with On-Site Supervisors and a Program Manager, to assist with the execution of modernization and repair work onboard a submarine. Period of Performance and Level of Effort – The period of performance is 30 September 2024 to 26 September 2025. The level of effort required is twenty (20) personnel, two (2) Supervisors and one Program Manager.

See Table 1 on Pre-Solicitation Notice for representation of an estimate of man days needed, straight time (ST) and overtime (OT). The Contractor shall provide fully trained and competent personnel necessary to perform the installation and repair services as specified. The work history of each contractor employee must contain experience directly related to the task and the functions each individual is intended to perform under this contract.

A formal solicitation will be posted electronically on System for Award Management (https://www.SAM.gov) Attached with this Pre-Solicitation Notice is the Statement of Work.

PLEASE BE ADVISED the SOW is in draft status and is subject to revision or additional work items may be added or deleted (the period of performance is also subject to change). Formal Solicitation is anticipated to be posted between 15-30 days from this pre-solicitation notice.
