Arbinger Outward Mindset Training EXP

Portsmouth Naval Shipyard (PNSY) intends to execute a modification under its Firm Fixed Price Task Order on a sole source basis to the Arbinger Institute under its General Services Administration (GSA) Human Capital and Training Solutions (HCaTS) Schedule Contract GS-10F-099AA. This modification increases the quantity of implementation coachings and the quantity of cancellation charges to be potentially incurred under the first year of service. These changes are all within the current scope.

Under the authority of USC 2304(c)(1) pursuant to FAR 6.202-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract action is based on market research and is solely within the discretion of the government.

As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The Arbinger Institute is the only provider of its proprietary Outward Mindset courses. The POC for this contract action is Tom Fuller (thomas.g.fuller17.civ@us.navy.mil)
