Industry Day Announcement in support of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF). THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING AND MAKING TRAVEL ARRANGEMENTS. THE DRAFT REQUEST FOR PROPOSAL, INCLUDING UCF SECTIONS A-M, IS ANTICIPATED TO BE PUBLISHED FY24 QTR3.
Program Background: NAWCAD WOLF located at St. Inigoes, MD is the organic Lead Systems Integrator (oLSI) operating under a product-based business model whereby WOLF civilians lead and manage the efforts of combined Government-Industry teams. The NAWCAD WOLF Command provides engineering, integration, and mission support services to numerous Navy, Joint, and coalition forces worldwide utilizing numerous platforms and integrated capabilities.
These capabilities typically require integration and coordination with existing infrastructure as well as the addition of new capabilities as dictated by mission requirements.
This includes the application of rapid development, rapid prototyping, and system integration in the development of product-based solutions to support Combat Integration & Identification Systems (CI&IDS); Ship & Air Integrated Systems (SAIW); Special Communications Mission Solutions (SCMS); Air Traffic Control & Landing Systems (ATC&LS); Airborne Systems Integration (ASI); and Integrated Command, Control (C2) and Intel Systems (IC2&IS).
The NAWCAD WOLF Command, operating under the oLSI model, has a requirement to provide Rapid Operations Material Management (ROMM). The ROMM effort will provide life cycle management, material and equipment management, and recordkeeping and reporting. This includes material handling, delivery and issuance of equipment, shipping, storage, supply maintenance, administrative, logistics and other collateral support services, such as the disposal and handling of Hazardous Material (HAZMAT).
Purpose: NAWCAD WOLF at St. Inigoes, MD will host an Industry Day for potential bidders. The intent of this Industry Day is to provide potential offerors insight into the ROMM effort as well as the material management facilities at WOLF. Attendance at the industry day/site visit, is not a requirement and in no way affects any company from submitting a response for the forthcoming solicitation. The Government anticipates this being the only Industry Day prior to RFP release.
The ROMM Briefing and Tour is scheduled for April 30, 2024, 1230-1530 EST at: NAWCAD WOLF SCMS SCRIF Building 8300 17152 Webster Field Road St. Inigoes, MD 20684 The NAWCAD Long Range Acquisition (LRAF) including this requirement can be found here: https://sam.gov/opp/535dc0e7b4774b0aa3baddcf27fecbe0/view Attendees: Each company or joint venture is limited to two (2) attendees.
Registration Instructions: Registration is required. To register for the event, complete, and then email the attached registration form labeled “ROMM Registration Form” to the primary and secondary point of contacts listed in this announcement by April 16, 2024 at 1600 with a subject line that states “ROMM Industry Day/Site Visit.” A completed registration form should contain the name of the company, business size (under NAICS 541330), CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to two (2) attendees only), one-on-one meeting request (if desired), and base access need.
Base Access: Base access is required for this event. If the attendee(s) does not have base access, please indicate this in the respective field on the ROMM Registration Form, complete the attached base access form labeled “Base Access Form”, and then send to the primary and secondary point of contacts listed in this announcement by April 16, 2024 at 1600. A WOLF civilian will contact the attendee(s) to assist.
The Government will not accept any changes to attendees that require base access after April 16, 2024 at 1600. Questions & Answers: Participants are offered a 10 minute one-on-on session with the Government. Please specify in the ROMM Registration Form if a meeting is preferred. Each company will be contacted with their designated time slot via e-mail.
Additional Instructions:
1. All attendees must be U.S. Citizens.
2. All attendees will be required to sign in to the Industry Day Briefing and Tour based on the registration e-mails received by April 16, 2024 at 1600.
3. If the Company represented is not included on the registration list and/or the attendees name is not included as listed via the registration form, blank registration forms will be provided. Space is limited, therefore same day registration is limited to a first-come first-served basis and may not be attended by anyone requiring same day base access. Companies and attendees who register on the day of the Industry Day Briefing and Tour can only have up to two (2) attendees (this is the total number of attendees allowed for each company or joint venture).
4. Space is limited, therefore same day registration is limited to a first-come first-served bases and may not be attended by anyone requiring same day base access. Registration is recommended in the event that space fills up. If registration is at capacity, a notice will be posted to SAM.
5. All Questions and Answers posed during the briefing will be posted to Sam.gov after the Industry Day Briefing and Tour.
