However, small businesses are not excluded from competition and are eligible for award if they can provide FAA Form 8130-3. \ The purpose of this amendment is to add the following clauses to solicitationN00383-24-R-T529: 52.212-1 WSSTERMBZ03 52.246-15 52.212-4 52.212-3 52.212-2 52.212-5 (1 OF 2) 52.212-5 (2 OF 2) See the following pages. \ This amendment is to clarify the evaluation criteria and extend the solicitation cloe date until 02 DEC 2024. In addition, clause WSSTERMMZ01 is hereby removedfrom solicitation N0038324RT529.

In place of this clause, the following language is included: "The Government intends to make a single award to the eligible, responsible, technically acceptable and responsible offeror whose offer, conforming to the solicitation, represents best value to the Government. The offeror's proposal shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled "Submission of Offers for Lowest Priced, Technically Acceptable Offers".

Only those proposals prepared in accordance with the solicitation will be evaluated. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding administrative costs, it is in the Government's best interest to do so. The Government will first evaluate the non-price go/no go factors. The non-price evaluation factor is Past Performance. The non-price factors will be rated as either acceptable or unacceptable based onthe solicitation criteria.

The contractor must achieve an acceptable rating inpast performance or it will be removed from competition." The solicitation close date is hereby extended to 02 DEC 2024 at 16:30 (04:30PM EST). \ The purpose of this amendment is to update the following language from solicitation N0038324RT529:

This requirement can only be procured from small business suppliers whoprovide Federal Aviation Administration (FAA)-Certified parts which possess anFAA Authorized Released Certificate, FAA Form 8130-3 Airworthy Approval Tag, aircraft prime, or original equipment manufacturer (OEM). The solicitation closing date is hereby extended to 15 NOV 2024. \ This solicitation for a Foreign Military Sales (FMS) spares procurement of a commercial off the shelf (COTS) item for the P8 aircraft.

This solicitation will be using competitive procedures. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) submitted via quote. The quotes may be emailed to the below address and must be received by 04:30PM EST on the closing date, listed in block 9 on page 1 of this Standard Form 33. Offers received after the closing date are considered to be late and will not be considered for award.

All contractual documents (i.e. contracts, purchase orders, task orders,delivery orders and modifications) related to the instant procurement areconsidered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commercemethods, such as email. The Government?s acceptance of the contractor?sproposal constitutes bilateral agreement to "issue" contractual documents asdetailed herein. Early and incremental deliveries accepted. \
