ARMED FORCES OF THE PHILIPPINES SUBIC 150-METER PIER PLANNING.

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions. Naval Undersea Warfare Center Division Keyport intends to award a purchase order to Subic Drydock Corporation at Building 41, Mabini Street Corner Gridley Road Global Industrial Park, Olongapo Philippines (CAGE SED60, a large business). This requirement is for planning and estimates in support of construction of a pier in Subic Philippines.

This procurement supports Foreign Military Sales (FMS) Case PI-P-GPH for the Philippine Navy. The purchase order will be awarded to Subic Drydock Corporation pursuant to 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.

In accordance with FAR 6.302-1, full and open competition need not be provided when the agency’s need is available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This notice of intent is not a request for competitive quotes.

All responsible sources may identify their interest and capability to respond to the requirement; all responses received by the Government within 15 days after date of publication of this pre-solicitation notice will be considered by the Agency. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.

A firm fixed price supply type purchase order using FAR Part 12 & Part 15, acquisition of Commercial Items & Contracting by Negotiation, is anticipated. No paper copies will be mailed. Failure to respond to the RFQ and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection. The Offeror must have a current registration and completed representations and certifications in the System for Award Management (SAM) at website https://sam.gov/.
