Boat Maintenance, Repairs and Tech Support

Sole Source Justification and Approval for other than Full and Open Competition. The contracting activity is Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego. The requiring activity is Commander, Navy Region Southwest (CNRSW), Port Operation, San Diego, CA. This requirement is for Boat Maintenance, Repair, and Technical Support Services in Support of CNRSW Port Operations, Naval Base San Diego, San Diego, CA.

The primary mission of Port Operations is to provide waterfront services to the U. S. Navy fleet and other Department of Defense activities at the following installations: Naval Base San Diego, Naval Base Coronado, Naval Auxiliary Landing Field San Clemente Island, Naval Base Point Loma, Naval Weapons Station Seal Beach, and Naval Base Ventura County.

To support this mission, Port Operations maintains various boats to include Harbor Security Boats (HSB), Barrier Handling Boats (BHB), and Port Operations Oil Recovery and Utility Crafts. These vessels require continuous maintenance and repair to keep them at their optimum operational specifications. There are no organic capabilities to perform the services required hence the requirement for contractual support. The required period of performance is a 3-month period.
