Dormakaba Locks Replacement, Installation & Training IAW SOW

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-24-Q-0289.

The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as full and open competition. NAICS Code 332510 Hardware Manufacturing is applicable and business size is 750# of employees. The solicitation will start on the date this solicitation is posted and will end on 14 August 2024 9:00 AM Pacific Standard Time.

Contractor must complete all Representations and Certifications found in the provisions listed below within their profile in the System for Award Management (SAM) at http://www.sam.gov to be considered for this solicitation. Requirements

This procurement is for the removal and replacement of existing Electronic Magstripe and hard key lockset, key encoder and Stand-alone Desktop CPU running a software interface. Provide installation of new all-in-one stand-alone lock system without a computer interface. Provide stand-alone programmable electronic lock system not connected to any information network.

Provide dormakaba 790 Series RFID (radio-frequency identification) keycard door lock sets with battery compartment accessible from the exterior of the secured space compatible with the dormakaba Front Desk Unit (FDU) in Unaccompanied Housing (UH) Buildings 1184 (A, B, C & D), Naval Base Ventura County Port Hueneme, Ca. Building 1184 Echo is the Centralized Check-In Front Desk for buildings (1184 A, B, C, D) residents located at Naval Base Ventura County (NBVC) Port Hueneme.

This is where the current KMS (desktop CPU key encoder) is located for issuing of keys to residents. The current system will remain in place until the new installation is complete. Contractor shall install/program the new dormakaba FDU in Building 1184 E and perform the removal, installation, and programming of new RFID locks in both occupied and unoccupied rooms of building 1184 (A, B, C, D) utilizing the dormakaba FDU. The NBVC UH Staff will provide escort and access to individual rooms.

Work may be performed in the building from 0800 to 1500 Monday through Friday. Work is not authorized on weekends or Federal Holidays without prior approval from the NBVC UH Director/Manager. Contract Type: Order/ Contract resulting from this solicitation will be Firm Fixed Price (FFP).
