Notice of Intent to sole source to Stryker Sales LLC

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to STRYKER SALES LLC, 3800 E Centre Ave. Portage, Michigan 49002. NAWS China Lake has areas within the installation that require long EMS response times, exceeding two hours. The local hospital, Ridgecrest Regional Hospital, is located less than one mile outside the main gate but is currently undergoing financial issues which are causing degraded services.

The hospital does not have capabilities in Pediatric, Trauma, Burn, OB, Ortho, GI, and Urology services. There is a strong possibility that the Ridgecrest Regional Hospital will close, making the next closest facility Kern Valley Hospital. Kern Valley Hospital is over one hour away, approximately 73 miles, by ground transport through the main gate. Liberty Ambulance Service currently provides ALS services to China Lake. It is owned and operated by Ridgecrest Regional Hospital.

There are concerns of the services not being provided in the future due to the increased potential for the Ridgecrest Hospital closure. Due to the current degraded EMS services, it is vital for China Lake installation personnel and their families to receive increased ALS Ambulance services. The risk of not increasing EMS BLS services to ALS, in the current situation, will have a direct impact on the mission, NAWS China Lake CA personnel and their families up to the loss of life.

The required Video Laryngoscopes Systems are only available through Stryker-McGrath. Although the OEM sells its materials thought authorized distributers, the Stryker-McGrath Laryngoscope is only sold and supported directly thought the OEM. Stryker-McGrath has provided documentation supporting this detail. The procurement will be awarded to Stryker-McGrath (CAGE Code 75AF1) which is considered and Other that Small Business. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition.

The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only.

In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is NOT a request for quotation. NO solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 30 April 2024 via email to Janet Nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
