R701 - Sole Source requirement with OutFront Media

NAVSUP FLCN Pentagon Directorate Philadelphia Office Contracting Department located at 700 Robbins Ave Bldg 2B Philadelphia, PA intends to procure services on a sole source basis with OutFront Media, Inc. to provide the Naval Recruiting Command (NRC) a strategic opportunity for Navy Judge Advocate General Corps (JAGC) to demonstrate the Navy’s commitment to excellence as students and practicing lawyers navigate their path to higher education and/or explore available career opportunities.

OutFront Media’s proprietary ON Smart Media platform is a critical asset for the Navy. The platform accelerates the transition from static to digital billboards, enabling precise audience targeting, real time messaging, and more relevant content delivery to prospective recruits and candidates.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.2, using Simplified Acquisition of Commercial Products and Commercial Services at FAR Part 12. As stated previously, the government intends to solicit this acquisition on a sole source basis to OutFront Media of New York, New York. This announcement constitutes the only solicitation; a written solicitation will not be issued.

This is the only RFQ for this requirement, it includes all the terms and conditions as well as applicable FAR, DFARS and NMCARS clauses and provisions with respect to the anticipated task order. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541850 and the Small Business Size Standard is $34.5M. The anticipated contract type is a firm-fixed price. Interested parties may submit a response to this posting. The Government will not pay or reimburse the offeror/quoter for any submission. The Period of Performance is anticipated to start 29 June 2026 through 28 June 2026. The requirement does not contain any options.
