THIS NOTICE OF INTENT IS A COMBINED SYNOPSIS AND A REQUEST FOR COMPETITIVE QUOTATIONS: The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit, on a 100% small businesses set-aside basis, for the procurement of on-site shredding service in support of the Naval Supply Systems Command (NAVSUP), Weapon Systems Support (WSS) offices located in Philadelphia, PA; Mechanicsburg, PA; and Norfolk, VA.
The solicitation will provide for a base period of 12 months as well as three (3) twelve-month option periods. The organization requires the Contractor to provide a total of 146 individual lockable (secure) receptacles in Mechanicsburg and Philadelphia, PA and Norfolk, VA to be dispersed throughout its facilities to include:
Nine (9) Administrative Buildings at Mechanicsburg, PA with a total of seventy-three (73) small receptacle (minimum 75 lbs) and three (3) large receptacles (96 lbs). A total of 76 receptacles. Three (3) Administrative Buildings at Philadelphia PA with a total of fifty-three (53) small receptacles (minimum 75 lbs) and four (4) large receptacles (96 lbs) . A total of 57 receptacles. One (1) Administrative Building at Norfolk, VA with a total of thirteen (13) small receptacles (minimum 75 lbs).
One-time yearly shedding event for each site ( MECH, PHILA) is required. Receptacles must be visually appropriate for permanent placement in common areas, office and administrative areas where guests/visitors frequently travel. Receptacles must be emptied every two weeks, taken directly to the shredding vehicle and all materials must be shred on-site by the vendor. Following shredding, materials must be disposed of through recycling means. The NAICS code for this effort is 561990 and the size standard is $16.5M.
It is the Government’s intent to process this procurement under FAR Part 13 procedures and to award a single, firm-fixed price purchase order. The closing date for receipt of quotes will is Wednesday, September 24, 2025 at 12pm EST. Vendors must follow the RFQ instructions within the solicitation. Paper copies, faxed copies, or email copies of the solicitation will not be provided.
Interested parties are solely responsible for monitoring the aforementioned websites for posting of the solicitation and any amendments thereto. The Government will not pay for any information received. Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award. Lack of an active registration in the SAM database will make a contractor ineligible for award.

1. This is a new requirement - not a follow-on.
2. The solicitation is clear on it's face. Please read the PWS that provides all of the details.
3. The correct number of required receptacles, listed under #4 Objectives of the PWS should read as 146 (not 139) - as quoted properly in the synopsis statement above. Please provide your quote according to the correct number of large and small receptacles as stated in the PWS.
4. The one day shredding event - the vendor will come with their truck and they sit on site and we allow any employees to bring files or bulk files to the truck to be shredded. Dates will be provided to the awardee of this contract.
