The NAVSUP Fleet Logistics center (FLC) Norfolk, intends to solicit to Allium Holding, LLC on a sole source basis for the procurement of annual licenses and subscriptions for single point access to web-based specifications, standards, directives, manuals and logistics information necessary for NAVSUP Weapons Systems Support (WSS) command to execute their mission requirements. This procurement is being processed as a Federal Supply Schedule (FSS) order pursuant to the statutory authority of 41, U.S.C.

251, as implemented by FAR 8.405-6(a)(1)(i)(B). The Government intends to solicit Allium Holding, LLC, as they are the only source known at this time that can meet NAVSUP WSS’s minimum requirement. Allium Holding, LLC is uniquely capable of providing historical information for military/federal specifications, beyond data residing in any other known repository or commercial service, including the Government.

Allium Holding, LLC is the only known source with licensing agreements for all of the NAVSUP WSS required Standards Developing Organizations (SDO) documents that can offer real-time access to said SDO documents and can offer single point access to all the required web-based products. A Firm Fixed Price FSS order will be issued.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.

The Government will neither award a contract nor pay for information in response to this notice. Any responses to this synopsis should be sent to the attention of John Charambura at john.n.charambura.civ@us.navy.mil. These responses shall be received no later than 5:00 pm EST on 19 June 2025.
