This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information at FAR Subpart 12.6, using Simplified Acquisition Procedures under the commercial items found at FAR 13 as supplemented with the additional information included in this notice. The NAICS code is 611710 and the Small Business Standard is $24 million dollars. The proposed contract action is for commercial services.

This requirement is to support the Navy Personnel Command (NPC) and the CNO directed NLAP office by providing access to 3rd party leadership assessments that will provide the necessary feedback regarding strengths and weaknesses for prospective commanding officers to set up their professional development needs. This effort will provide a specified number of on-line Cognitive, Personality (NEO Personality Inventory 3 (NEO-PI-3)), assessment.
