This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information at FAR Subpart 12.6, using Simplified Acquisition Procedures under the commercial items found at FAR 13 as supplemented with the additional information included in this notice. The NAICS code is 611710 and the Small Business Standard is 24 million dollars. The proposed contract action is for commercial services for which the Government intends to solicit on a sole source basis with SIGMA.

This requirement will assist NPC in furthering the growth and developmental needs of senior Navy Officers. The MAB-II assessments are to be completed by each prospective Commanding Officer participating in NLAP. The requirement will utilize on-line self-assessment and self-awareness instruments in support of leaders’ development and those working at the command and strategic level of the United States Navy.
The MAB-II assessment is an extremely well-regarded and research-supported executive development tool and has been used by the military and law enforcement for years to collect data related to leadership characteristics. Moreover, SIGMA Inc. has exclusive rights to administer the MAB-II, there is no other vendor for this assessment therefore the requirement is being solicited on a sole source basis in accordance with FAR 13.106-1(b)..
