7A20 - Mulesoft License Subscription

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both NECO and SAM. NAVSUP Fleet Logistics Center Norfolk - Philadelphia Office requests responses from qualified Mulesoft resellers capable of providing the following:

1. Anypoint Platform Base Subscription - 1 year 2. Production Cores - 2 Each 3. Pre-Production Cores - 4 Each 4. Additional Production Core - 6 Each 5. Additional Pre-Production Core - 4 Each 6. Private Cloud Edition (PCE) - 1 Each 7. Private Cloud Edition Managed - 1 Each 8. API Manager and Analytics - 1 Each 9. Platinum Subscription - 1 Each This is a brand name requirement. Only quotes from authorized Mulesoft resellers will be accepted.

The NAICS code is 541511 and the Small Business Size Standard is $34 million. The RFQ number is N00189-24-R-Z125. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Publication Notice 20150803. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Mulesoft is the only subscription capable of meeting the requirement. See attached Justification. By submission of an offer the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/.

Further, quoters are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their quote. Quoters are also required to complete the telecommunications provisions with their submissions. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your quote. Quoters shall email all quotes to Allison Miller at allison.m.miller38.civ@us.navy.mil no later than 12pm Easten Time (Philadelphia, PA time) on 21 June 2024.
