DG11 - Cable TV and Data Services with Navy Personnel Command (NPC) in Millington, TN

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures (SAP) found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted to both Contract Opportunities (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/).

This is a Request for Quotation (RFQ). The solicitation number is N0018924QZ405. The proposed contract action is for commercial SERVICES. The NAICS code is 517111 and the Small Business Standard is 1,500 people. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 and DFARS Change Notice 20240522. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk - Pentagon Directorate intends to solicit - on behalf of Navy Personnel Command (NPC) - a sole source effort with Vendor:

Millington Telephone Co., LLC (CAGE: 0B6A4); their immediate owner is E. Ritter Communications Holdings, LLC (CAGE: 7CMT7). The proposed acquisition is for services for which the Government intends to solicit and negotiate with Millington Telephone Co., LLC (CAGE: 0B6A4) under the authority of FAR part 13 and FAR part 12. NPC intends to re-acquire cable TV and Data services with Millington Telephone Co., LLC (CAGE: 0B6A4).

Millington Telephone Co., LLC (CAGE: 0B6A4) is the ONLY actively registered SAM.gov entity for the Millington, TN area with base-access on the NSA Mid-South installation. Additionally, Millington Telephone Co., LLC has an active contract with Millington Navy base and NPC- which is solely available from Millington Telephone Co., LLC (CAGE: 0B6A4). This action will result in a Firm-Fixed-Price purchase order.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Millington Telephone Co., LLC (CAGE: 0B6A4), IAW FAR 13.106(b)(1). As previously stated, the required services have been determined to be only available from a single source, Millington Telephone Co., LLC (CAGE: 0B6A4) of Jonesboro, Arkansas. Interested persons may submit a capability statement by the specified response date.

This notice of intent is not a request for quotes from any source other than Millington Telephone Co., LLC (CAGE: 0B6A4). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
