The Naval Health Research Center (NHRC) has a requirement to provide research services to the Warfighter Performance Department (WFP) at NHRC for various applications used by NHRC in gathering and analyzing data to understand musculoskeletal injuries (MSK). The contractor shall improve upon and validate the body tracking software to:

1) process commercial-off-the shelf COTS high-speed depth sensing camera data (for capturing high fidelity gait and running kinematics at different speeds), and 2) communicate directly with a computer and a display screen (for executing high-throughput computations of gait kinematics and presenting real-time biofeedback).

The resulting Kin-A-Track method will be comprehensively tested for accuracy in deriving all kinematic outcomes of interest and presenting intuitive time-aligned biofeedback for real-time walking and running interventions. A data corpus of concurrent red-green-blue depth (RGB-D) and motion capture recordings from control participants running/walking on a treadmill will be acquired at the contractor site. Proposals are not being accepted in response to this document.

NAVSUP Fleet Logistics Center Norfolk Philadelphia Office (NAVSUP FLCN) intends to award a firm-fixed price contract on a sole source basis to Altec, INC . The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1(b), soliciting from a single source.

Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive quotations from any source. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
