This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on SAM.GOV. The RFQ (Request for Quote) number is N0018924Q0479. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 / 04-22-2024 and DFARS Change Notice 20240425. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

$9.0 million. The Government intends to award a Firm Fixed Price (FFP) contract on a sole source basis as a result of this solicitation. This not a request for competitive quotes. This is a notice of intent to solicit and award a sole source contract under statutory authority 41 U.S.C. 1903 set forth in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price standpoint. Since it is the intent to procure the required support services as a sole source direct award in accordance with FAR Part 13, non-price factors will not be evaluated. Total price will be evaluated taking into account the total FFP for the base year and option years.

Price analysis using procedures of FAR 13.106-1(b) will be used to evaluate price and reasonableness. The NAVSUP FLC Norfolk Contracting Office intends to solicit and award a sole source contract for maintenance services related to air compressor equipment to Kaesar Compressors, Inc., 511 Sigma Dr, Fredericksburg, VA 22408-7330, United States. See attached sole source justification for additional information regarding the sole source determination. This notice is NOT a request for proposals or quotations. See attached redacted sole source justification for additional information. There will be a base and one option year.

All responsible sources may submit a quote, proposal, or bid that shall be considered by the NACSUP FLC Contracting Office. The quote shall include price(s), a point of contact, name and phone number, business size, and payment terms. The response must clearly indicate the capability of the quoter to provide the exact item specified. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Quoters responding to this solicitation are advised that, prior to award, the government may request vendor to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
