Pre-proposal Conference Notice SAM.gov Notice ID: N0018924DFSPManpowerStudy RFI link: https://sam.gov/opp/b25b2805729a4b84965ef4f74bc284ff/view NOTE: Places of Performance are CONUS and OCONUS (a) The Government is planning a pre-proposal conference 16-18 July 2024, during which potential offerors may obtain a better understanding of the work required. Details are subject to change.
This notice will be updated (if necessary) with information. (b) Questions will not be considered at any time during the conference; however, offerors will be asked to submit all questions in writing per the solicitation.
Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested to RSVP via email to the contract specialist, Carmen Greenwood, at carmen.a.greenwood2.civ@us.navy.mil by 1300 Eastern on 9 July 2024 and advise of the number of persons who will attend. There is a limit of two persons per contractor.
Please use email subject: NAVY DFSP Pre-proposal conference RSVP. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation.
If the answers to questions received after the conference, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.
Base Security Access: Each prospective contractor employee will need to either have a DoD CAC OR must complete the attached 5512 to allow access to the bases. Please submit 5512s ASAP to both Fred Wruck (fred.e.wruck.civ@us.navy.mil) and Carmen Greenwood (carmen.a.greenwood2.civ@us.navy.mil).

0730 Location & Agenda: 1. Naval Station Mayport ID Card Processing Office BLDG 1983 located at NS Mayport main gate 298 2nd Baltimore Avenue, Jacksonville, FL 32228 2. 0830 – 1130 Convene at Building 1 in the Starke Training Room 265 Massey Ave, Jacksonville, FL 32227 a. Topics: - Contracting Officer Introduction/ Rules of engagement - DFSP Brief to covering site specific rules (No photography) - DFSP Brief related to how each site mission and facilities.
(Due to the sensitivity of each site assets, slide show depicting different operations and facilities) 3. 1130 ~1300: Lunch. Contractors on their own for restaurants/lunch. 4. 1300 ~1430: Reconvene at DFSP Mayport Fuel Farm for tour of facility (pumping station and fillstands) Directions/map will be provided. 5. 1430 ~ 1600 Transit to NS Mayport Flightline office for tour of facilities and operations to include walkthrough of “C” level laboratory. 6. 1600 ~ 1630 conclude visit to NS Mayport. (Q&A as needed)

1. DFSP Northside 8808 Sommers Rd, Jacksonville, FL 32226 Substantial facility walkthrough of DFSP Northside, the Regional Class “B” Laboratory, Accounting and Logistics Offices.
2. 1130-1300: Lunch enroute to NAS Jacksonville. Contractors on their own for restaurants/lunch.
3. 1300 ~1315 Reconvene at NAS Jacksonville Fuel Farm (Enter the base at Yorktown Avenue, park near the fuel tanks approximately 5 blocks past the gate on the left) Directions/Map will be provided.
4. 1315 ~ 1530 Tour NAS Jacksonville tank farm, pumping station, receiving area, truck fillstand, administrative areas, hot refueling points and “C” Level Laboratory.
5. 1530 ~1600 conclude tour (Q&A as needed)

18 July 2024 Start Time: 0730 ~ 0830: Pass and ID office (as required).
Location & Agenda: Naval Submarine Base Kings Bay 1216 USS Daniel Boone Ave, St Marys, GA 31558 1. 0830 ~ 1100 Tour NSB Kings Bay Fuel Farm and PWD Service Station. 2. ~ 1100 Conclusion of tour/site visits. - Q&A as needed. - Closing comments. - Dismissal of contractors.
