MK 88 MOD 4 Gun Mount Analysis

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a cost-plus-fixed-fee (CPFF) contract for non-commercial services on a sole source basis with Northrop Grumman Systems Corporation (NGSC), 4700 Nathan Ln N, Minneapolis, MN 55442. NSWCDD intends to acquire analysis from NGSC as the manufacturer of the MK 44 MOD 3 30MM Chain Gin. The procurement is required to successfully achieve Shock Approval for the MK 88 MOD 4 Gun Mount.

The MK 88 MOD 4 Gun Mount serves as the vehicle for the MK 44 MOD 3 30MM Chain Gun. The effort will be fulfilled through other than full and open competition with NGSC who is uniquely qualified to perform the required analysis. NGSC is the sole manufacturer and repairer of the MK 44 MOD 3 30MM Chain Gun and considers all composition and design details proprietary. Only NGSC can perform the analysis required. NGSC has no authorized resellers.

This notice of intent is NOT a request for competitive proposals, as the Government intends to solicit and negotiate with only one source. However, responsible interested parties may await the release of the corresponding solicitation and submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.

Phone call responses will not be accepted. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1(a)(2), “Only One Responsible Source.” Delivery will be required no later than 60 days after receipt of order, sooner, if available.
