MK38 SPMR Presolicitation

This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP), nor is it construed as a commitment by the Government. This synopsis is prepared in accordance with guidance in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming Cost Plus Fixed Fee Full and Open Competition acquisition in support of the Naval Surface Warfare Center Indian Head (NSWC IHD).

NSWC IHD has a requirement for MK 38 Standardized Pierside Maintenance and Repair (SPMR) via the Gun Weapon Systems Replacement Program (GWSRP) for the MK 38 Machine Gun Systems (MGSs).

Contractors will be asked to provide suitable facilities, qualified labor, material, and services required to support the GWSRP in testing, removal, installation, refurbishment, fleet technical assistance, maintenance and training, and fleet modernization of MK 38 MGS (to include MK 38 Mod 2, MK 38 Mod 2 w/COAX and MK 38 Mod 3 MGSs with and without CUAS) under the cognizance of the GWSRP Manager.

Although not all inclusive, the potential source support shall be in any of the following locations: San Diego, CA; National City, CA; Norfolk, VA; Mayport, FL; Pascagoula, MS; Seattle, WA; Everett, WA; Tacoma, WA; Pearl Harbor, HI, Yokosuka, Japan; Sasebo, Japan; Rota, Spain; and Manama, Bahrain. In addition, this task includes the procurement and kitting of all Standard Kits and the procurement and replenishment of materials required to support the SPMR.

Support shall be in accordance with applicable Technical Repair Standards (TRS), Engineering Drawings and Standards, technical guidance and instruction identified by the GWSRP Manager or Government team lead. There will be one (1) Base year and four (4) Option Years. The NAICS Code is 541330. The Request for Proposal (RFP) will be posted to the Federal Business Opportunities website approximately fifteen (15) days following this pre-solicitation post.
