Optical Modulation Analyzer (OMA) System

This is a notice of intent for Other Than Full and Open Competition to enter into a sole source contract with QuantiFi Photonics. QuantiFi Photonics is a leading vendor of optical modulation analyzers that implement intuitive real-time interfaces that enable coherent signal analysis on high-performance real-time oscilloscopes. QuantiFi has an exclusive partnership with Tektronix, who manufactures world-leading real-time oscilloscopes.

The QuantiFi VISIQ analysis software is capable of displaying coherent modulation constellations at 100G and 400G, while supporting performance parameter measurement such as error vector magnitude and bit error ratio. The QuantiFi VISIQ software directly interfaces with existing custom software code bases at NRL (written in MATLAB workspaces), which are existing in NRL’s software baseline being brought to this project. This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 1901 as implemented by FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. A final, signed J&A document will be uploaded upon award. The contemplated contract will be a Firm Fixed Price (FFP) type action.

This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within seven (7) days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government.

Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office POC shall be considered.
