Confocal Spectroscopic Microscope System

The U. S. Naval Research Laboratory is publishing a Notice of Intent in accordance with Federal Acquisition Regulation (FAR) Subpart 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 1901(a)(2) as implemented by FAR Subpart 13.501(a)(1)(ii).

NRL intends to award a sole-source contract via Firm Fixed Price (FFP) type action using the procedures at FAR 13.500(c)(2), as it has been deemed that only one source is available to meet this specific requirement aligned with the salient characteristics. This purchase order is intended to be awarded to Oxford Instruments to procure a confocal spectroscopic microscope system. The requirements document in the form of a specifications is attached to this notice.

This notice of intent is not a request for competitive proposals or offers. Any party who believes they can perform this requirement should submit a capability statement for consideration by the Government no later than Tuesday, 2 July 2024. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office point of contact shall be considered.
