Notice of Intent to Sole Source – The MathWorks, Inc. Training Credits

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with The MathWorks, Inc. in accordance with FAR 6.302-1 for the award of MathWorks Training Credits. NRL has an Enterprise License Agreement (ELA) with The MathWorks, Inc. to provide NRL personnel with access to MathWorks products and toolboxes. The training credits allow users to attend training courses that assist them with becoming proficient with the software.

These training resources are above and beyond the standard online courses and documents that The MathWorks, Inc. provides to every ELA customer, and include both remote and in-person training. These are intellectual property rights which can only be provided by The MathWorks, Inc. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions.

A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
