Research and Development (R&D) of the U.S. Navy’s NEPTUNE Capability

The Naval Research Laboratory’s (NRL) Contracting Division intends to enter into a sole source contract with University Corporation for Atmospheric Research (UCAR) of Boulder, CO in accordance with FAR 6.302-1 and FAR 6.302-3 for the Research and Development (R&D) of the Navy’s Next-Generation Navy Environmental Prediction sysTem Utilizing a Nonhydrostatic Engine, referred to as NEPTUNE. Please see the attached Statement of Work (SOW) for additional details.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet the requirements of this effort may give written notification to the Contracting Officer within 15 days of publication of this announcement.

Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
