NSWCCD requires scientific, engineering, technical management, and associated fabrication support services for NSWCCD Code 70 Navy and Ship Signatures Programs. Contractor analytical and technical efforts shall be required in all stages of Navy and Marine signature programs from concept formulation, engineering analysis and development, operational test and evaluation, through implementation, upgrade, life cycle support, and system retirement. Specific program support shall include:
TUBA Program Support in the areas of Fleet Systems Operations, Shipboard Installation, Acoustic Sensor Groom and Calibration, Data Acquisition and Analysis, In Service Engineering Agent (ISEA) duties, System Development, System Engineering Management, Test and Evaluation, Signal Processing, Mainframe Sonar and Sensor Certification, Cyber Information Technology and Information Assurance (IA).
Submarine and Surface Ship Signature Trials Programs support in the areas of in the areas of Trials Planning and Execution, Equipment and Transducer Development and Maintenance, Shipboard Installation, Temporary Alterations/Operational Alterations (TEMPALT/OPALT) and Shipboard Alteration (SHIPALT) Development, and related Systems Support, Logistics, Operations, Test & Evaluation, and Technology Development.
Vibration Monitoring Program support in the areas In Service Engineering Agent (ISEA) duties, TEMPALT/OPALT Shipboard Alteration Development, OPALT Integrated logistics Support (ILS), Shipboard Installation, Vibration Monitoring System Development and maintenance, System Engineering Management, Test and Evaluation, Cyber Information Technology and IA; and other existing or emerging Signature Measurement projects.
ACINT Reconstruction Measurement Analysis and Data Archival (ARMADA) program support in the areas of advanced signal processing and software design, information system design and implementation, Knowledge Management System (KMS) design and implementation, database development, and Cyber Information Technology and IA. Tentative Program Highlights include:
Presentations from Subject Matter Experts Presentations from Small Business Deputy Presentations from the Contracting Department The Government anticipates that a resultant Task Order (TO) will provide support services at the NSWCCD West Bethesda site. It is anticipated that the resultant award will be a cost-plus-fixed-fee (CPFF), Level-of-Effort (LOE) SeaPort-NxG TO.
It is anticipated that the procurement will be solicited on an unrestricted basis under NAICS Code is 541330 with a Small Business Size Standard of $47 million. The services are currently being performed under SeaPort-NxG contract/TO N00178-19-D-7111/N00167-21-F-3008 by American Systems Corporation, 14151 Park Meadow Dr Ste 500, Chantilly VA 20151-4230. Participants are encouraged to submit questions before the event.
