Differential Scanning Calorimeters

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a differential scanning calorimeters (DSC). The compliant material is available solely from TA Instruments, as the required support can only be purchased through TA. The NAICS code is 334516 and the business size is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to TA Instruments.

The proposed action is for DSCs, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: TA Instruments is the only source of the required items, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to TA Instruments using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 08 March 2024. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 03/08/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
