N0016425RJN19 – SOLE SOURCE – HELMET DISPLAY TRACKING SYSTEM (HDTS) KITS FOR THE MH-60 HELICOPTERS– PSC – 5855 – NAICS 334511 Issue Date:

13 December 2024 – Closing Date: 13 January 2025, 2:00 PM Time Eastern Naval Surface Warfare Center, Crane Division, Crane, IN has a requirement for the procurement of HDTS production kits with associated major assemblies, support equipment, engineering and logistics services, spares, engineering services, and associated data. This procurement is for both domestic end users and the nation of Australia through the Foreign Military Sales (FMS) program.

The Navy anticipates an award of Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an anticipated ceiling of $93,500,000 and a five-year ordering period with five, one year option periods. Delivery is required as FOB Destination to NSWC Crane for the domestic requirements and FOB Origin for the FMS requirements.

This will be a non-commercial acquisition IAW FAR Part 15. The anticipated award date is the second quarter of fiscal year 2026. The Navy intends to solicit this contract on a sole source basis IAW 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to, Elbit America, Inc. (CAGE Code: 0WEC9).

This action is being sole sourced because Elbit America, Inc. is the only known source which has the capability to produce the HDTS production kits as needed without unacceptable delays or excessive duplication of cost. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled attachments.

Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. The solicitation, all amendments and associated controlled documents will be posted on Procurement Integrated Enterprise Environment (PIEE formerly known as WAWF) Solicitation Module at https://piee.eb.mil . The solicitation notice will flow to SAM.gov, but the actual posting will be in PIEE.
