May 29, 2024 Request for Solutions: Waste to Energy Solutions 1. PURPOSE This RFS is issued to address the need that Naval Surface Warfare Center (NSWC) Crane has for two different sizes of vendor working Waste to Energy Prototypes. The first prototype is for a 15 person or less (expeditionary unit) waste to energy solution at a Technology Readiness Level 6 (TRL 6) capability, and the second prototype is for a 50-person (Platoon) or less camp waste to energy solution at a TRL 6 capability.
Both sized waste to energy solutions will be mobile, robust, ruggedized, standardized, and can be effectively transported, supported, and operated by organic units without additional support. The Government will evaluate the solutions with the intent of awarding multiple Other Transaction Agreements (OTAs) in accordance with 10 U.S. Code § 4022. 2. BACKGROUND AND SUMMARY 2.1 EMC2 Vendors interested in responding to this RFS must be members of the Expeditionary Missions Consortium - Crane (EMC2) consortium.

This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. 2.2 PROJECT OVERVIEW NSWC Crane is researching the development of vendor working prototypes to innovative solutions and technologies to reduce waste and processes in a way that makes disposal both useful and safe.
Waste-to-Energy innovation should also reduce burn pit effect on climate, which remains a top DOD priority, as well as mitigate the significant safety hazard for both soldiers and ESWDS personnel from the risk of ammunition being unintentionally put into the potential systems. There remains a significant operational need to address waste disposal and waste to energy systems at the detachment (50 personnel or less) and small force (15 personnel or less) levels of operation, where most expeditionary operations occur.
This effort will address two sizes of vendor working prototypes: (a) 15 person or less (expeditionary unit) waste to energy solution at a Technology Readiness Level 6 (TRL 6) capability, OR (b) 50-person (Platoon) or less camp waste to energy solution at a TRL 6 capability. Both sized waste to energy solutions will be mobile, robust, ruggedized, standardized, and can be effectively transported, supported, and operated by organic units without additional support.
Energy forms produced may include but are not limited to electrical generation, water heating, and or syngas/syngas equivalents. If the vendor prototypes meet the criteria outlined in this RFS, a follow-on option may be awarded to test and demonstrate the prototypes at a location to be determined by the government.
