1 April 2024 Request for Solutions: Experiment Coordination of Human-Machine Teaming (EXCOR-HMT) PURPOSE This special notice is to inform vendors of an upcoming Request for Solutions (RFS). The purpose of this RFS is to solicit innovative proposals to accelerate the advancement and integration of autonomous and AI systems into the hands of the warfighters.

The Government will evaluate the solutions with the intent of awarding a Project Order under the Expeditionary Missions Consortium (EMC2) Other Transaction Agreement (OTA) in accordance with 10 U.S.C. § 4022. 2. BACKGROUND AND SUMMARY 2.1 EMC2 Vendors interested in responding to this RFS must be members of the (EMC2). Interested parties should visit emccrane.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager.

The RFS released via the weblink listed above for EMC2 on 4 March 2024. 2.2 PROJECT OVERVIEW Human systems integration is the design, development, and sustainment practices that ensure warfighters can efficiently, effectively, and safely leverage technologies to accomplish tasks. Human-Machine teaming is when the human and the machine pursue the same goal, affect the current state, and coordinate actions.

The Government is seeking proposals for a novel development towards a mobile testbed prototype for the EXCOR-HMT activity within unscripted force-on-force experimentation. Systems under test include prototype robotic, autonomous, artificial intelligence (AI), and machine learning (ML). Please visit the EMC2 website at https://emccrane.org/ to review the full RFS.
